We didn’t either.

So we decided to find out.

After analyzing publicly available contractor license records maintained by the Virginia Department of Professional and Occupational Regulation (DPOR), what we discovered surprised us.

If you’re like most homeowners, you probably assume every roofing contractor specializes in roofing. However, that’s not always the case, and understanding the difference can help you make a more informed decision when it’s time to repair or replace your roof.

What Is a Roofing Contractor (ROC)?

In Virginia, contractors are licensed through the Virginia Department of Professional and Occupational Regulation (DPOR). Contractors who perform roofing work receive the Roofing Contracting (ROC) specialty designation.

Some contractors hold only the Roofing Contracting (ROC) specialty, while others hold multiple specialty classifications that allow them to perform several types of construction work.

Neither approach automatically makes one contractor better than another. However, understanding a contractor’s specialties can help homeowners ask better questions before signing a contract.

Why Does a Class A License Matter?

Virginia contractors are licensed as Class A, Class B, or Class C.

A Class A license is Virginia’s highest contractor license classification. Earning and maintaining a Class A license requires meeting Virginia’s highest licensing standards, including examination and financial responsibility requirements.

While a Class A license does not guarantee quality workmanship, it does demonstrate that a contractor has met the Commonwealth’s most rigorous licensing requirements. Like any major home improvement decision, licensing should be considered alongside experience, reputation, references, warranties, and customer reviews.

What Our Research Found

At Weathertight Exteriors LLC, we analyzed publicly available Virginia DPOR contractor license records, focusing on Class A contractors whose only listed specialty designation was Roofing Contracting (ROC).

We wanted to answer one simple question:

How common are Class A contractors who specialize exclusively in roofing within the communities we serve?

The answer surprised us.

After compiling and analyzing the data across our primary service areas, we found that Class A contractors specializing exclusively in roofing are much less common than many homeowners might expect.

Why Does This Matter?

The purpose of this research isn’t to suggest that contractors with multiple specialties are less qualified. Many excellent contractors successfully perform a wide variety of construction services.

Instead, our goal is to help homeowners understand that not every contractor approaches roofing from the same perspective.

Some companies specialize almost exclusively in roofing, while others divide their time among remodeling, additions, siding, windows, concrete, or many other construction services.

Knowing where a contractor’s experience is focused allows you to ask more informed questions before making one of the biggest investments in your home.

Questions Every Homeowner Should Ask

Before hiring any roofing contractor, consider asking these questions:

  • Is roofing your primary area of expertise?
  • How many roof replacements do you complete each year?
  • Who will install my roof—employees or subcontractors?
  • Are you licensed and insured in Virginia?
  • What manufacturer certifications do you hold?
  • What workmanship warranty do you provide?
  • Can you provide recent local references?

The answers to these questions often reveal far more about a contractor than the price printed on an estimate.
